SALIENT FEATURES
# Identification of Drugs and Medicines are based on the norms set out by WHO,
in other words as per generic names. Then the selected items will be listed as
essential Drug List for the State. The same will be distributed to all the Hospital
Institutions in the State / Country.
# Scientific Forecasting of Requirements for all the Identified items will be
based on previous consumption, probable requirements raised by each hospital
will be fed in to a forecasting model to arrive at the total requirements more
accurately. These values can be calibrated as per the situation in a periodical
basis.
# Automated Bid Processing: Tenders will be called as per item-wise from
reputed manufacturers and authorized India representatives for supply of drugs &
suture materials. These were managed through an IT enabled process. The
bidding process is based on E-Tendering through the Web. Both the technical and
commercial bids will be evaluated based on the common parameters that are
envisaged as conditions in the tender.
# Automated Order processing: The system generates the order forms to one or
more manufacturers based on the order value and prices quoted during the bidding
process. The manufacturers would deliver the drugs at the designated stores as per
the distribution schedules that are generated along with the order.
# Inward Stock Inspection and Stock Monitoring: The drugs that are taken into
stock at the stores will be fed in to the system as per quantity received, damaged,
rejected etc. Later these overall computed values as per item-wise will be sent to
the centralized system namely Head office, which will be the hub of all the
activities. Such data flow to the HO will be useful for stock monitoring at each of

the districts as well as enable to fix the quantity, while passing the invoices of the
respective supplier.
# Automated Quality Control: In all the developing countries, it is found that
about 30% of the drugs were spurious and causing enormous damage to the
overall health system. ‘D-Logix’ eliminates spurious drugs completely through
efficient QC systems, where Samples are drawn from every batch received. These
samples are sent to the Quality department, where the Common batches are
eliminated to avoid duplication of samples being sent to testing laboratories.
Labels are removed and are coded before being sent to reputed private
laboratories that are empanelled through a stringent selection process. Based on
the test reports, the supplies will be cleared for payments. On account of failure in
the test, such batches will be identified as rejects and are ceased from issue at all
warehouses. To ascertain the test results of the rejects, they will be further be sent
to two more laboratories for the testing process. If the batch confirms for failure
in these tests, then the entire quantity of drugs will be returned to the supplier and
the appropriate amount is deducted automatically from the supplier’s payables.
# Automated Bill Processing: Avoid excess Payment, short Payment and double
payments, which are as usual errors in any public system; through the controls
built into the system all these errors are eliminated. All the deductions like failed
drugs in Quality Testing, damaged drugs, rejected drugs etc. are also fully taken
care in the system.
